A Lokoja Chief Magistrates’ Court on Tuesday ordered the remand of one Muktar Suleiman, a suspected Boko Haram member, who escaped from the custody of the Department of State Security (DSS)in 2015.
The Chief Magistrate, Mr Levi Animoku, who gave the order, described the charges preferred against the accused as horrifying and grievous.
“Culpable homicide is the highest crime in our legal system.
“Section 341(1) of the Criminal Procedure Code (CPC) simpliciter, precludes a court from granting bail to a person accused of such offence.
“Consequently, the accused shall be remanded at the Federal Prisons, Koton-Karfe and the case is adjourned till March 16, for mention,” he ruled.
The prosecuting counsel, Mohammed Abaji, in his application for the remand of the accused, urged the court to take cognizance of the charges preferred against him.
Abaji, a counsel in the Ministry of Justice, said the accused was arraigned on a three-count charge of criminal conspiracy, culpable homicide and belonging to a gang of brigands.
He said that the offences contravened Sections 97(1), 221, 305 of the Penal Code and Section 4 of the Terrorism [Prevention][Amendment] Act 2013.
Abaji told the court that Suleiman and one other currently at large, members of an outlaw society, Boko Haram, escaped from custody of the DSS with the aid of other members of the group in 2015.
The escapees, according to Abaji, killed a policeman and a fellow inmate during their escape.
He said that investigations revealed that they fled to a place in Yobe, Zaria and Kano for further training about three months ago.
The prosecutor said that investigations revealed that the accused and others after their training came to Otukpo in Benue, as well as Ankpa, Idah, and Anyigba in Kogi on recruitment drive.
Abaji also told the court that the accused and his group were planning to launch attacks on specific places in Ankpa and Anyigba before he was arrested.
He urged the court to adjourn for mention the case to allow for completion of investigations into the matter.

Residents of Ago Oko area in Abeokuta South Local Government Area of Ogun State woke up Wednesday morning to see a corpse of an Igbo man who resides in the area lying beside a wall in the area.
The corpse was placed on a sitting position by a wall of a newly built shopping complex located along the road.
The dead man, who many in the area said was a plastic mender popularly called ‘Dike-dike’, was in his 40s.
The man was said to be living alone in a shanty-like house located at Ago Oko inside beside the residence of a popular rental man’s house in the area.
Our correspondent reliably gathered from the people around the area that the man was an Igbo man and from all indications, he was killed somewhere and brought to where he was dumped.
The area was swarmed early in the morning by residents who wondered when the corpse was dumped in the area.
A woman, who simply identified as Mama Itoku said the man could have been brought to the area by his killers just to cause problem for the residents.
She maintained that the man, though, a drunkard could not have died as a result of the excessive drink he took and that there was no sign of being hit by a vehicle.
When our correspondent contacted the state Police Command spokesman, DSP Olumuyiwa Adejobi, about the incident, he promised to investigate the matter.
Most of the shops were shut and the owners sent their workers back home while some shop owners others were still around but kept their shops shut.
As at the time of filling this report at about 9:17am the corpse of the man was still there.
A 57-year-old man, Joseph Karanja, was said to have burnt himself to death in  Ihururu village, Tetu in Nyeri County, Uganda.

According to the police, Karanja had killed himself after he was allegedly sacked by his employer who is a teacher by profession.
Karanja was one of the drivers of the teacher who had many buses popularly known as  ”matatu“which he used for transport business and had delivered a new bus to his employers house – the bus which was later damaged because he set himself alight in it.
The teacher said that she had employed Karanja as a driver of her matatus for a period of one and a half years.
She had warned him to improve on his driving but when he failed to do so, she sacked him when he brought the new vehicle.
PRINCIPAL HEARD EXPLOSION
The OCPD said that an hour and a half after Karanja’s arrival at the teachers’ quarters, the school’s principal heard an explosion.
The principal’s house is next to that of the teacher.
Mr Obara said the head teacher thought the explosion had been caused by an electric fault but after he switched off his lights, he saw light coming from outside his house.
“The head teacher realised the light was coming from the matatu and he rushed outside to relocate his vehicle since it had been parked close to the matatu which was on fire,” said Mr Obara.
The OCPD added that after the head teacher moved his car, he alerted others in the compound and as they attempted to put out the fire, they saw the driver’s severely burnt body.
Mr Obara said the matatu owner could not understand how the driver opened the vehicle since he had left all the vehicles’ keys with her.
“It seems like he had duplicated the car keys and after he was sacked he decided to kill himself,” said Mr Obara.
He confirmed that inside the vehicle, there was a container with petrol and Triatix, a pesticide which Mr Karanja is suspected to have consumed before setting himself on fire.
EARLIER ATTEMPTED SUICIDE
According to the OCPD, the late Karanja had previously attempted suicide but was rescued before he killed himself.
He said that Mr Karanja’s employer had also revealed that he was a widower after his wife died five years ago.
He however said police officers are still conducting investigations to find out the real cause of Mr Karanja’s death.
Mr Obara urged area residents to try advising their troubled relatives to avoid such incidents.
He called upon the residents to report anyone seen attempting to commit suicide saying that such people needed counselling.
“Probably if Mr Karanja’s relatives had reported the earlier suicide attempt case to our police station, we could have dealt with the case and tried to reform him,” he said.
However, according to a villager who sought anonymity, Mr Karanja allegedly had an affair with his employer whose husband had also earlier died.
The source alleged the two had been living together at the teachers’ quarters for quite a while until recently when they started disagreeing.
The source also alleged that the two had on Friday been seen debating about a certain issue for the entire day before the incident happened.
